Board of Directors
The Richmond Centre for Disability is governed by a voluntary Board of Directors who have the primary responsibility of establishing the direction of the organisation, in accordance with the needs of the community and the expectations of individuals and families served. The Board meets regularly to review the organization’s strategic plan, our programs and services, and to ensure consistency with our mission statement.

- Sandra Gebhardt ( President ) Sandra has 34 years of extensive experience working in the Not for Profit sector in progressive leadership roles; 22 years as Executive Director. She held various position on numerous boards and committees including Thompson Community Centre Board, Richmond Seniors Advisory Committee, Federation for Invisible Disability Board, Richmond Addiction Services Society, Richmond Community Services Advisory Committee.
- Pam Andrews ( Vice President ) Pam graduated from UBC with a BSc. Degree in Occupational Therapy in 2000 and started her career path specializing in accessibility and barrier free designs as Access Consultant, Accreditation Consultant and Guest Lecturer for UBC School of Rehabilitation Sciences.
- Rob Sleath ( Secretary ) Rob has extensive experience on not-for-profit board of management, addressing pan-disability access and service delivery issues. He successfully lobbied members of the BC Legislature to create and enact the Accessible BC Act which received Royal Ascent in June 2021, subsequently appointed to the Provincial Accessiability Committee.
- Sam Wang ( Treasurer ) Sam has extensive background in corporate governance, strategic business planning, corporate finance, and financial management.
- Cynthia Zhou ( Director ) Cynthia obtained her Ph.D. in Electrical and Computer Engineering with UBC. She is active in the community and part of the YVR Environmental Advisory Committee and Richmond Advisory Committee on the Environment.
- David Wang ( Director ) David founded the Social Diversity for Children Foundation at aged 15, a testament of his devotion in advocating for children with disabilities. His educational qualifications, leadership roles, and many years of professional experience have contributed to his high level of expertise in strategic planning, program development, and executive strategy.
- George Pope ( Director ) George has extensive skills and experience with NPO, and has been a long-time volunteer with the RCD. He excels in information & Referral, customer services and has mastered technology and databases well.
- Penny Chan ( Director ) Penny has outstanding background in adult education, marketing skills and corporate relations, also extensive knowledge in print and broadcasting media, radio and television production. Her professional highlights include over 25 years experience in managerial positions in Education, Media, Public Relations and the Marketing industry.
- Renee Leung ( Director ) Renee has a Degree in Nursing from the University of Manitoba. She has extensive knowledge and expertise in matters of equipment, as well as home and vehicle modifications. Retired after working for 22 years with a disability management organization.
- Vikram Bubber ( Director ) Vikram has a degree in Business Administration and has a strong background in bookkeeping. He has volunteered as a committee and board member of several organizations including KPU Foundation, Patient Voice Network and City of Delta. He is passionate about removing barriers for people with disabilities.
