Accessible Parking Permit (APP) Application Form is available at the Richmond Centre for Disability (RCD). In order to receive your hanging placard you must submit an application form with the doctor’s portion completed and signed by a registered physician together with a processing fee of $33 (Effective January 1, 2026).
You can submit the completed application form to the RCD either in person or sent by facsimile (RCD Fax number: 604-232-2415) or by email to parkingpermit@rcdrichmond.org. You can also send by mail (please do not send cash in the mail). We will mail the parking permit or it can be picked up in person by arrangement. For enquiry, please contact us at 604-232-2404.
Application Forms are available at your doctor’s office, City Hall, ICBC Driver Services Centre or at the RCD. We are happy to mail a form to you as well.

The Richmond Centre for Disability is a not-for-profit charitable organization run by people with disabilities for people with disabilities. If you would like to support the work of the Centre, we do welcome donations. Tax receipts will be issued to donation of $20 or more. We appreciate that you make your donations when you pay for your Parking Permit or when you renew. Thank you.
Our office hours are 10 a.m. to 4 p.m., Monday to Friday. We are closed on weekends and statutory holidays.
ONLINE RENEWAL available for Permanent APP Holders
Effective December 2022, the RCD APP Online Portal is available for online renewal. Permanent permit holders will receive a renewal form early in the expiring month, and are able to process the renewal with payment online at
www.rcdrichmondapp.ca.
Be aware that the online portal cannot process new application or replacement of lost permit. Moreover, permit holders shall process the renewal application during the expiring month, not prior. Temporary permit holders will require doctor’s certification for a new APP application, there is no renewal.
The renewed permit will be sent in the mail, or picked up in person by arrangement. Permit holders can use the expiring permit till the end of the expiring month and would have enough time to receive the renewed permit.
